Opening speech by the Hon. Francis Agius, Parliamentary Secretary for Agriculture and Fisheries, during seminar (IDEA.R.E) building up a new vocational training method for European Proposal Manager for Agriculture and Rural Areas - Salina |

It is my pleasure to address this opening speech today on the first Transnational Workshop of the IDEA.R.E. The Maltese Government is looking forward for such programs and to co finance them in order that the Agricultural sector will continue to be more professional in a competitive and liberalized market.
Considering that agricultural and rural sector, much more than other economic sectors, suffer a lack of a deep vocational training strategy, the present project aims at creating and developing a transnational innovative vocational training method in order to transfer new competences in European proposal management for the sector.
The total budget is that of 383.338,00 Euros divided between the 13 partners of the IDEA.R.E The Maltese Budget for this Project is a total of 23.202,00 Euros, Malta was granted 17.401,50 Euros from the Leonardo da Vinci Grant (EU). This means 75% of the whole budget. The Maltese Government will be Co-financing the sum of 5.800,50 euros. Malta already received the first payment of 40% (Euro 6.960,60) of the total budget.
It is fruitful to observe that the main objectives of this Project are to analyze the needs of target group and write up comparative studies in each partner country, regarding learning opportunities on European proposal management through this project one can learn to design and develop a vocational training method destined for European proposal management in agricultural and rural sector. This project will also help to define a vocational expert profile in European proposal management and foster a European standard. The last but not the least objective is to build up an Association of European proposal managers for the agricultural sector and rural areas, in charge of setting up “transnational study circles”.
Finally I would like to thank the promoters of this pilot project, the Marche Region, and its coordination is assigned to Sviluppo Marche. I would like to thank all the 13 partners taking part in the IDEA.R.E.
